Andhra to have 8mn new jobs by 2015

The Confederation of Indian Industry (CII) envisages that Andhra Pradesh will have 7.5-8 million new jobs to offer by 2015, considering the likely improvements in the state’s economic output and labour productivity.

The employment opportunities envisaged are likely to emanate from construction, textiles, IT and ITeS, healthcare, tourism, pharma, biotech, financial services and engineering sectors.

The CII projections are based on a ‘Study on Mapping of Human Resources & Skills in Andhra Pradesh- 2015’. The study was jointly conducted by CII and ICRA Management Consulting Services Limited (IMaCS).

As per the study, the state requires 4.5 million skilled and 3-3.5 million unskilled human resources by 2015. As against this requirement, supply of skilled workforce is estimated to be around 3.4 million. After factoring in the low levels of employability, the available skilled workforce is reduced to 1.3 million.

Andhra currently has an established (higher) education infrastructure consisting of about 1,340 arts, science and commerce colleges, 101 polytechnics, 300 engineering colleges and over 550 industrial training institutes. Together, these institutions out turned over 300,000 skilled human resources in 2006.

However, according to the study, over 28 per cent of the engineering graduates and 20 per cent of the diploma-holders that the above institutions turn out every year are unemployed
.

The primary reasons cited for the ‘unemployability’ of the student are a disconnect between academic curricula and industry requirements resulting in deficiencies in specific functional skills and shortfall in appropriately trained faculty resulting in inappropriately trained students.

For narrowing human resources-availability gaps in the state, the CII has suggested creation of additional educational infrastructure and ushering in skill building initiatives.

As per its estimate, the annual funding requirements to support these initiatives will be of the order of Rs 650 crore, the bulk of which has to be spent on employability-focused training.

The state government should take a lead role in the skill development initiatives and establish a Skill Development Fund (SDF). The funding of SDF should be raised by innovative ways.

The government should fund the initial corpus to support training activities of workers. The organisations employing these workers should pay the government one month’s pay of the worker. “We expect this to cover 50-60 per cent of the total yearly funding requirement,” the CII said.

According to the organisation, the balance funding could be in the form of budgetary support or through funding from multilateral agencies. The state government should nominate a nodal agency to manage the disbursement of funds that would support various training initiatives.

Blackstone May Pull Out Of Eenadu Deal

Blackstone, the world’s largest leveraged buyout firm, is close to scrapping its PE deal for Hyderabad-based media group Ushodaya Enterprises, owners of Telugu publication Eenadu, according to sources familiar with the situation.

The PE giant had recently reduced the size of its original $275-million deal for picking a 26% stake in Ushodaya, announced in January 2007
asr: that is $1 Billion valuation
does this Ushodaya include Ramogi film studio? seems no based on post below ( for $1B valuation purpose? )
______________________
As part of the transaction, Ushodaya was raising $465 million (approximately Rs 2,000 crore), comprising of $275 million investment by Blackstone and $190 million in bank financing. The transaction was subject to regulatory approval by FIPB and Ministry of Information and Broadcasting.

Ushodaya owns leading Telugu language newspaper - Eenadu and ETV - a private television broadcasting network. ETV runs regional language general entertainment and news channels. It has a footprint across Telugu, Bengali, Oriya, Kannada, Gujarati and Marathi languages. The parent company of Ushodaya, owns Ramoji Film City which is Asia’s largest studio.

______________________
While one relates to valuation, the other more important factor is that Blackstone reportedly doesn’t want to be seen as pushing through the deal when members of the ruling political party are opposing it. The US-based buyout firm does not want its future investments in the country being affected due to one transaction. According to some reports, certain Andhra Pradesh-based Congress politicians, who have a significant say at the national level of the party, have opposed the deal.

Huda plans joint development

The state government is planning a joint development to raise revenue out of Empire, which otherwise is popularly known as Kokapet land, in the city outskirts. With Hyderabad Urban Development Authority (Huda) failing to attract buyers for the 75 acres out of 100 acres put for auction, the government has changed its strategy.

Official sources said Huda was asked to explore the possibilities of developing land under the public-private partnership instead of putting up the land for auction again. “Instead of putting land for auction, the agency would ask the developers to compete for the joint development and pick the one that quoted high rates for the government,” said a chief operating officer of a real estate company.

“New Delhi-based Omaxe, which bid for 25 acres in Kokapet, evinced keen interest in joint development,” a senior official said, adding that two more real estate giants — Unitech and DLF — also want to become partners in the new initiative. The officers were also considering restricting access to joint development only to a few companies with credibility. No final decision has been taken yet.

“Companies that already bid will be interested in taking up the project at the same place,” the official said. The state government transferred 400 acres of land in Kokapet to Huda out of which 125 acres were already earmarked for IT SEZ and 25 acres were recently sold out in auction.

Five townships to come up near Hyderabad

January 13, 2008
The Hyderabad Urban Development Authority (HUDA) will develop five world class townships in and around Greater Hyderabad.

The Chief Minister, Dr Y.S. Rajasekhara Reddy, had given his in-principle approval for HUDA’s proposal on new townships at a review meeting here on Saturday, according to a release.

The five townships proposed to be developed are Jawahar Nagar, Discovery City at Srinagar, an NRI Township at Budvel, Techno City at Tellapur and Medi City in Ameenpur.

Observing that the Hitech City had become very congested without any scope for further development, the Chief Minister had asked the HUDA officials to ensure proper planning of the new townships.

Jawahar Nagar project

On the proposed development of the Jawahar Nagar region (situated to the north of Hyderabad), the HUDA officials explained to the Chief Minister that the township, once fully completed, would provide four lakh direct and indirect jobs and would attract 40 per cent of the population from other areas.

The presence of reputed institutions such as BITS Pilani, and lakes and resorts would be an added advantage, they said.
The proposed township would come up on 2,118 hectares of land.

Other proposed projects

Dr Reddy had also approved the draft master plan of Tellapur Techno City Township, which is to be developed in a self-contained and self-sustainable manner.

For the Discovery City that is to come up at Srinagar in the city, the developers (Ramky Group) had submitted the draft development agreement for HUDA’s approval.

The other townships were proposed to be developed at Budvel near Rajendranagar (for non-resident Indians) and Ameenpur (for medical institutions).

Beyond Hyderabad, cities and towns like Visakhapatnam, Vijayawada, Tirupati, Kurnool, Guntur, Warangal and Nellore would also be developed, the Chief Minister said, according to a release.

Electronic City Project’ At Chevella To See Some Movement Soon… !!??

For starters an electronic city is being proposed to be co-developed along with the Wakf Board at Alur on the outskirts of the city.

A staggering 3,65,000 acres of land all across the state is under the control of the Wakf Board. Half of it is around Hyderabad, but a large part of it has been encroached upon. This is valued at thousands of crores of rupees.

In the model proposed by the government, the Andhra Pradesh Industrial and Infrastructure Corporation will hold 40 per cent of the equity, the remaining 60 per cent will be with the Wakf Board.

auction about 100 acres Gandipet near Chaitanya Bharati Institute

The state government has 370 acres in Gandipet near Chaitanya Bharati Institute of Technology and Huda has been allowed to auction about 100 acres.

The government got a favourable judgment in October 2007 after a prolonged legal battle in the AP High Court. Huda is very keen on the auctions since it has to raise Rs 5,210 crore in the current financial year. It will have to provide around Rs 2,500 crore to the government but will be able to use the rest of the money to complete ongoing projects including the Outer Ring Road.

25 more SEZs planned in State

Six are to be developed by APIIC and 19 by private parties

Twenty-five more special economic zones (SEZ) in the State involving allotment of 9,250 acres of land near Hyderabad and other urban agglomerations have been formally approved by the State Government. With this, the total number of SEZs in the State will swell to 70, nearly a half of the 154 SEZs (154) already established or in the pipeline in the entire country.

The Centre has already notified 45 SEZs in Andhra Pradesh, covering an extent of 13,665 acres, most of which lie around Hyderabad. It is likely to issue a notification for the 25 new SEZs soon.

Out of the new SEZs, six are being developed by the A.P. Industrial Infrastructure Corporation. These include four facilities for information technology (IT) and IT-enabled services in Warangal, Kadapa, Chittoor and East Godavari districts, and one each for leather and building products in Nellore and Prakasam districts.

Of the remaining 19, six are to be developed and promoted by private parties including Rahejas, Lahari Infrastructure, Genpact India, Parswanath and Dr. Reddy Labs in the vicinity of Hyderabad while three are going to be set up in the State capital itself by GMR and WIPRO. The other SEZs will come up in different districts.

Hyderabad Airport Raises Quality Bar

Hyderabad Airport Raises Quality Bar
Construction of India’s most modern airport at Hyderabad is in full swing with over 82 per cent of the work completed. Flight tests are scheduled in January 2008.

GHIAL is a joint venture of the GMR Group (50.1 per cent), Malaysia Airports Holding Berhad (11 per cent), Airports Authority of India (13 per cent), the Andhra Pradesh government (13 per cent) and others.

To be called the Rajiv Gandhi International Airport, the first phase of the GMR-promoted construction, costing $247.8 million, will be completed in March 2008. The international airport would then double its capacity to 12 million passengers a year.

The airport can accommodate the eight-storey tall, Airbus A-380 - the largest passenger aircraft in the world that can carry 853 passengers. About $3 billion will be invested by 2025, which will include a second runway.

A low-cost terminal is expected to be ready in the next phase by 2012, which will enable the airport handle 15 million passengers annually.

The projected traffic growth rate for Hyderabad is a healthy 20 per cent a year for the next five years.

“The rule of thumb in mature markets is that aviation growth moves at twice the growth of GDP. We expect this to slow down to 10-12 percent in the sixth year,” GMR Hyderabad International Airport Ltd (GHIAL) chief operating officer T Srinagesh told reporters.

The airport will notch up a number of firsts. It will have the longest runway at 4.26 km. Singapore’s Changi International Airport runway is currently the longest at 4 km. It will also have the tallest air traffic control (ATC) tower in the country at 75 metres. The airport would be the first to introduce a city check-in facility.

It will be the first airport to qualify for a Leeds certification, awarded to energy and resource efficient buildings. The airport would be among the first to offer fuel on an open access basis.

Equipment for ATC has already arrived at the Chennai port. The ATC tower is designed to look like a man in a hat overlooking the airport, says Srinagesh.

Interestingly, Hyderabad has the highest number in the country of people coming to see off or greet passengers, averaging 30 to a passenger. To tap this opportunity, space within the airport has been set aside for an “airport village” with food outlets, artisans’ corner and entertainment for these people.

GHIAL has also been approached by golf legend Greg Norman to construct a nine-hole golf course.

“Creating an airport of this stature using the latest technology will raise the bar of the quality of airports in India,” an aviation consultant at KPMG said.

“This airport will help reduce turnaround time required by low-cost airlines in terms of the aircraft being closer to the security ring, through use of aerobridges, thus eliminating the need for shuttles,” SpiceJet spokesman Ajay Jasra said.

From Oct 4, GHIAL is starting a series of trials for operations, readiness and airport transfer (ORAT). It will be conducted by Munich Airport that will stimulate a live airport environment.

It is part of the transition process to synchronize ticketing, baggage handling and reservation systems and will help migration to the new airport in March 2008.

The present Begumpet airport will then close to commercial flights according to the concession agreement between the Airports Authority of India and GHIAL.

A representation has also been made to the ministry of civil aviation following a GMR-sponsored feasibility study to look at rail connectivity to the airport to reduce congestion and pollution in future.

Last Chance To Own A Huda Plot in Hyderabad

Last Chance To Own A Huda Plot in Hyderabad

Leftover plots in all its layouts are being auctioned to raise Rs. 400 crore for its Outer Ring Road Phase II project, writes Melly Maitreyi.

With the land prices in the city and surroundings at their zenith, Hyderabad Urban Development Authority has perfectly timed auctions of left over prime residential plots, commercial, commercial-cum-residential, schools and hospitals spaces in its layouts, developed long ago.

With the land value appreciating to unprecedented levels with the real estate sector enjoying a boom despite some correction in the recent months, HUDA hopes to raise enough resources towards its share for the Outer Ring Road second phase to be taken up shortly through the auction.

Auction dates

And for the investors keen to invest in a HUDA plot in its already existing developed layouts, this could be the last chance to own a HUDA plot as all the leftover plots in all its layouts are being put up for auction.

The auctions slated for September 12, 13 and 14 at HUDA office in Rasoolpura, Secunderabad, would be held for left over prime plots in the above mentioned categories at Nandagiri Hills, HUDA Heights, HUDA Techno Enclave, Madhapur, Asifnagar (New), Miyapur, Ramachandrapuram (Chandanagar), Nalagandla, Tellapur, Vanasthalipuram and also houses at Ramachandrapuram and Vanasthalipuram residential complexes. In all, 263 leftover plots under all categories would be auctioned, with maximum of 102 plots in Miyapur. Along with the left over plots, HUDA is also auctioning prime plots in its latest prestigious project, ‘Pentagon’ at Miyapur in an extent of 105 acres adjoining Miyapur Residential Complex. The plots would be offered in nine blocks in the range of 3 acres to 22 acres towards multiple purpose use for software, institutions, commercial, recreational, group housing for gated communities.

The Pentagon site at Miyapur is located in the serene surroundings against the backdrop of small hillocks and is close to Hyderabad-Bombay national highway. Rockdale Greens is located behind the Quli Qutubshah Tombs and Dargah on Old Bombay road close to Hitech City.

The site plans for all the layouts are displayed at HUDA office and also at the site. HUDA promises to provide all the infrastructure facilities within a period of one year. The upset price fixed by HUDA for Nandagiri Hills layout, residential and group housing is Rs.45,000 per square yard, but the EMD for residential is Rs.20 lakh and for group housing, Rs.1 crore. For HUDA Heights, Banjara Hills Rd.No.12, the upset price is Rs.45,000 per sq.yard and EMD is Rs.20 lakhs and for HUDA Techno Enclave Madhapur, commercial, the upset price is Rs.45,000 per sq.yard.

Prestigious project

In Asifnagar, the upset price is fixed at Rs.25,000 per sq.yard with an EMD of Rs.20 lakhs, while for Miyapur, Ramachandrapuram (Chandanagar), Nallagandla and Tellapur, Vanasthalipuram, it is Rs.15,000 per sq.yard. Along with Pentagon, HUDA is offering for auction another prestigious project ‘Rockdale Greens’ in an extent of 8.02 acres at Tanasha Nagar (Pokalwada) in Ranga Reddy district, quite close to Hitch City. The site to be disposed of as a single unit can be used for construction of residential, integrated developments, group housing apartments etc. Auctions for both these projects would be held on September 17.

Upset price

The upset price for Pentagon is Rs.7.26 crore per acre and for Rockdale Greens, it is Rs.8.70 crore per acre and the Earnest Money Deposit for both the sites is Rs.1 crore.

The sources say that response has been good ever since the sale of applications commenced from September 3 and before that too, the authority has been receiving lot of enquiries from locals and the NRIs.

The USP of HUDA plots is that they are litigation free and the organisation is accountable and moreover the upset price is reasonably fixed, at less than prevailing market prices, they add.

HUDA Secretary D.Ramarao said that they hope to raise about Rs.400 crore through auctions. The allotment of plots would be through auction-cum-sealed tender to the highest bidder/tender.

Hyderabad Real estate continues to spiral down

May 22, 2007: Hyderabad Real estate continues to spiral down in many areas due to low demand for apartments and rentals. Buyers are staying away which is attributed to general negative sentiment and sellers are not wanting to get rid of their properties at low prices. I know of a few cases where buyers have forfeited their hefty advances after sale agreements since they could not flip the land as planned.

DC Sunday Hyderabad Chronicle is gaining pounds everyweek with increased real estate advertising and iI see more and more people trying to use the red listings [ premium listing I guess ]. Too many apartments and houses for rent and sale. Looks like the NRI population is also booking profits in this market and moving to a more stable bank deposit or a conservative mutual fund investment. Reality bites the sellers that have high hopes on their properties as soon as they list their properties in DC or some where else. FM Radio and papers are filled with ads about “Buy xxx yds and get laptop free”, “Buy farm plot and get farm house free” and other interesting schemes.

Kondapur apartments are pretty close to breaking below the 3000 per sqft support level and its going to be a long journey for those who are trying to get 30k in rent for a 1800 sqft apartment. Villa projects in prime projects with large built up sqft are holding and growing in value [ 600 sqyd, 5500 sqft, 3.8 crores etc. ]. With the new hype around villas, I see many folks falling prey to developers who are selling triplex villas in 200 - 250 yds [ in remote undeveloped areas ] at more than 2 crores.. please do your home work before you jump into such projects..

Regal Broadway ( NEW ) : HUDA decided to create a new area called regal broadway near the international airport to host a dozen new start hotels to cater to international passengers. Huda invited private companies to construct a 7 star and six 5 star hotels along with five 3 star hotels in a 150-acre area.

Hyderabad Airport : According to GMR, the developer of Hyderabad International Airport, 70% of the work is complete and its on track to be done by March 2008. I really doubt that the work will be fully complete by then, but atleast test flights will be possible by that time. This seems to be the only project in Hyderabad that is showing some progress so far and will be delivered some time in 2008.

Most conservative investments in India today will yield you upto 11%, do you think that an overpriced 1 crore apartment will give you equivalent CAGR over the next 3 years ?

As always.. Its your money.. Spend it Wisely..

Hyderabad Salary Survey

Hyderabad Salary Survey : Informal survey of friends, recruiters and others in my professional network

First let me take this opportunity to Wish you all a Happy and Prosperous new year 2007. Hyderabad was a happening place for the last few days with a number of parties all around the city.

After receiving a ton of emails about salaries in Hyderabad, I decided to do a survey of my contacts in local companies, recruiters and others who have been involved in the placement industry. What I present here is very unscientific and should not be considered an official survey. Also, please note that Indian Salary are based on the concept of CTC ( Cost to Company ) and that makes it very hard to compare offers of two companies. There are companies that include every component including their contribution to PF, and other companies that try to be fair by including only the real components that are being given to you.

BTW, I have seen offers which include performance bonus in the overall offer with a clause that it is based on overall performance of the company. MNC’s and some GLocal companies do not play these games, so you are better off taking their offers as the baseline. I tried to eliminate the performance components in the calculations below. Be wary of some companies that include variable components into CTC.

General Salary Ranges in Hyderabad are listed below.. [ Most companies fall into this range including local companies like satyam, infosys, wipro etc., and other GLocals etc. ]. Numbers below are estimated CTC.

Entry Level / Fresh Graduates [ 0 to 2 years ] : 2.5 to 4.8 Lakhs. I have seen this being as high as 6 Lakhs in Bangalore.
Junior Positions [ 1 to 4 years ] : 3.5 to 7 Lakhs
Mid level [ 3 to 6 years ] : 5 to 11 Lakhs
Sr Level [ 6 and Above, Project Manager, Lead etc ] : 9 to 17 Lakhs [ Too much competition for these jobs ]
Leadership [ Delivery, Operations, HR etc. 12+ Years ] : 15 to 25 Lakhs [ Internal candidates get the first preference here. ]
Sr. Leadership [ Operations Head, VP etc ]: 18 to 45 Lakhs
Executive Leadership [ SVP, COO of Biz Unit etc.] : 35 to 70 Lakhs
C Suite of Company [ Country Head, CEO, CFO, CTO ] : Heard of offers ranging from 2 to 7 Crores. This I cannot confirm, but most recruiters seem to agree with this range.

Now to the special cases :

* Entry level offers in 2006 by Microsoft are around 9.5 Lakhs, Google at 12.5 Lakhs, Amazon at 7.5 Lakhs. They are only focusing on top grade schools including the IIT’s. Interviews are hard to get through.
* Google, Microsoft, Amazon, Yahoo etc., dont seem to care about the money as long as the candidate is the right fit for their Organization. Some examples I heard of include 25+ Lakhs for testing lead, and around 35+ Lakhs for a Sr. Developer, 78+ Lakhs for a Director.
* MBA’s of indian schools like IIM , ISB etc., are starting around 20 Lakhs and going all the way to 1.5 Crores. There were recent examples of 2 MBA grads rejecting a 1 Crore offer to pursue their own enterprise.
* Also companies like Oracle, CSC etc., offering beyond the above grid to attract mid and senior level talent. They have large plans for India and are unable to meet the internal demand.

Hope I have given you a fair idea of whats going on here in the tech world. I will try to collect some data for techies/sme’s with trading/financial/banking experience since that seems to be the next wave of growth for us in Hyderabad and all across India.

Industry experts are indicating that salaries will still grow by 20% in 2007 with the financial and retail majors driving the next wave.

After a long and successful reign as the Telugu film industry's most popular actor Nandamuri Taraka Rama Rao -- or simply NTR -- was keen to do something for the people. He resolved to dedicate his life to social work after he turned 60. While filming Sardar Paparayudu in October 1981, he suddenly announced plans to float a political party.

When was it formed?

In March 1982. NTR turned 60 on May 28, 1982.

A film star in politics. How did he fare?

NTR built his Telugu Desam Party with the support of media baron Ramoji Rao, who owns Eenadu, the largest circulated newspaper in the state, and Congress dissident Kotla Bhaskara Rao, who later staged a coup against NTR in August 1984, with Indira Gandhi's help, and became chief minister for a while. Both stalwarts were members of NTR's Kamma community.

How did the party fare?

In January 1983, the TDP was catapulted to power with an absolute majority, winning 198 of the 294 assembly seats.

Was he that popular?

Have no doubt of that! NTR was a hugely popular actor, especially owing to several mythological roles which gave him the status of a demi-god in the minds of people. But that was not the only reason.

What was the other reason?

Andhra Pradesh was a Congress stronghold. In 1982, T Anjaiah was the chief minister but NTR was unhappy because he felt the government was being run from Delhi. The state had seen three chief ministers in five years.

The final straw came when Rajiv Gandhi, then a Congress general secretary, publicly rebuked Anjaiah at Hyderabad's Begumpet airport. There was an outcry and NTR decided he had had enough. He decided to contest the assembly election in January 1983.

What was his slogan?

Telugu atmagauravam (Telugu self respect)

Where did he get candidates from?

He invited applications from educated people to contest the elections.

Did he get any support from other parties?

He allied with Maneka Gandhi's Rashtriya Sanjay Manch.

Who runs the party now?

NTR's younger son-in-law Nara Chandrababu Naidu.

Who is Chandrababu Naidu?

He used to be a Congress leader till he lost the assembly election in 1983. He then joined the TDP. The nuts-and-bolts man, he helped build the party organisation and also served as minister under NTR till he rebelled in August 1995.

Did NTR court controversy?

When NTR was out of power between 1989 and 1994, he married Lakshmi Parvathi, his second wife.Nandamuri Taraka Rama Rao

Who is Lakshmi Parvathi?

She met NTR while writing his biography. When he suffered a stroke and was bedridden, his family is alleged to have all but deserted him. At that time, Lakshmi Parvathi stood by him. Once he recovered, he offered to marry her.

Why didn't Naidu get along with her?

Not only Naidu, none in NTR's family is said to have liked her. After NTR regained power in 1995, she is reported to have become an extra-constitutional authority, which made her even more unpopular. Naidu, presumably worried that he was no longer NTR's heir apparent, rebelled once he was certain such a mutiny would get the support of NTR's family and TDP MLAs.

What did NTR do?

He could do nothing when Naidu took over the party and the chief minister's post with almost all the TDP MLAs backing him. Naidu was sworn in as chief minister on September 1, 1995.

What happened to NTR?

He died soon after, in January 1996.

How has the party fared since then?

Naidu is absolutely no match for NTR in charisma, but retained power in the 1999 assembly election on the plank of good governance. Since then he has made a widely publicised effort to develop and modernise his state. Naidu's critics say much of this initiative is make believe; the fruits of development have not passed on to most of the state's people.

How is the party governed today?

It does not have an elaborate organisational structure. Its apex decision-making body is a 14-member politburo headed by Naidu.

Its Parliamentary strength?

With 29 MPs, it has the largest number of members in the Lok Sabha among all the regional parties. Naidu formed an alliance with the Bharatiya Janata Party before the 1999 general election, this after being convener of the United Front, which ruled India between 1996 and 1998,

Strengths?

Nara Chandrababu Naidu

What is his contribution?

He has strengthened the TDP network and is credited with making the party a major player in Indian politics. After the 1996 general election, he declined to lead the United Front government and instead preferred to be the kingmaker. His alliance with the BJP has paid off -- he has secured many sops for his state, more than any other BJP ally, even though he supports the the National Democratic Alliance only from outside.

Naidu's motto?

Fight problems, not people in politics.

Weaknesses?

Naidu is the TDP's only leader. There is no second-rung leadership. It is doubtful if his policies have made a positive impact in rural Andhra Pradesh. The farmers' suicides may come to haunt the TDP this election.

What makes the TDP different from other parties?

It was the first political party in India that issued a Vision 2020 document, which foresees an Andhra Pradesh where poverty is eradicated; where every citizen has access to not just the basic necessities but to all opportunities that will help him lead a happy and fulfilling life.

Its unique appeal?

Naidu is seen as a progressive leader. He enjoys the image of an IT-savvy chief minister, one who performs and delivers. He is the darling of the Westernised business class.

Naidu is now the longest serving chief minister of Andhra Pradesh.

No mean feat that, when you consider some of the notables who have occupied that chair before him -- Neelam Sanjeeva Reddy, P V Narasimha Rao, Kasu Brahmananda Reddy, Jalagam Vengal Rao, Marri Chenna Reddy, and, of course, NTR.

NTR died without medical aid, says physician
A fresh controversy has erupted over the death, more than five years ago, of Telugu Desam Party founder N T Rama Rao, with his family physician making the startling claim that the actor-turned-politician's death was "not instantaneous" and that "he died without any medical assistance". Dr Kaklarla Subba Rao, in his about-to-be-released biography of NTR co-authored with a top scientist, contends that his death was "certainly not instantaneous" and that there was a time lag between his developing uneasiness and breathing his last. The author thus virtually accuses the former chief minister's second wife Lakshmi Parvathi of allowing him to die.

In his 214-page book titled A Doctor's Story of Life and Death, the reputed radiologist, who was medical adviser to Rama Rao's family, says that NTR's wife having "called none of us would remain a very disturbing fact of history and a big hole in my consciousness".

"The last days of NTR were painful. Almost imprisoned by his wife, he was alienated from his people. Stories of his taking steroids to enhance his virility, so that he could father a son to Lakshmi Parvathi, created widespread disgust and loss of face to hundreds of very committed people who stood by him during the thick and thin in his life," noted Dr Subba Rao, who is now vice-chancellor of the city-based Nizam's Institute of Medical Sciences.

The book, made available to the United News of India, observes that things started changing with NTR after his second marriage as "the new wife wove her web around him".

He also wonders whether the actor secretly took certain medicines, knowing well that they should be avoided.

Recalling his visit to NTR's house to congratulate him on his last electoral victory in 1994, Dr Subba Rao says he was shocked to see Lakshmi Parvathi feeding him with her hands and almost bragging about the care she gave the old man.

NTR swept that election, but not before marrying Lakshmi Parvathi, a party worker half his age. Things meanwhile started changing for him, or at least for the biographer.

"In the earlier days, he used to call me at late nights on trivial issues such as to confirm whether he should take a particular pill that had been prescribed to him by another doctor. But when I asked about his health this time, he very curtly said, 'What has happened to me? I am all right. "With my years in medicine behind me, I could feel something terribly wrong in him. Was he avoiding discussing his health?"

The book has been co-authored by former missile scientist Arun K Tiwari, who has penned a biography of the father of the Indian missile programme, Dr A P J Abdul Kalam. Tiwari is director of the Cardiovascular Technology Institute of the Care Foundation in Hyderabad.

Dr Subba Rao said he had respectfully declined the offer NTR had made to him to take over the reins of NIMS "as I hate political interference in the functioning of professional institutions".

NTR, however, made him agree to be adviser to the government for health services.

Dr Subba Rao said NTR's death in the early hours of January 18, 1996, was without the presence of any physician by his side. "A man who created NIMS died without getting medical assistance. That I could not do anything to save my mentor from his fiendish end would ever remain a tormenting guilt in me," he bemoaned.
