user defined web links page

we all need categorization of web links into groups for quick access and productivity. One simple way is have a small app where
a. user can define a category and links under them
b. once saved the app will generate the self contained html file will all links and tabs , css etc..
c. users can clone another user if they like someone's links page
d. simple file based DB
e. on hover on category shows sub-category links ( see saved UI tools in googledocs ) and also on hover loads pages either in same window or new
f. provide options for LEFT or TOP menu ..
